The NDA program designs, permits, and manages construction of small- to medium-sized projects that solve traditional drainage problems. The larger projects, and those requiring permits or new construction, are managed through this group, while smaller and maintenance-scale projects are managed by the Stormwater Services Section. Projects in a typical year may replace inadequate culverts with larger ones, replace damaged systems, enclose open ditches, or convey discharges from roadway systems across private property. The program is in two parts, one funded by fees from the extended, or rural, side of the former service area boundary and the other by fees from the former, or urban, side. Although projects are collected from various sources throughout the year, the majority result from drainage complaints received on the WLRD complaint line (206-296-1900) or via e-mail.
